Statewide rules

The phosphorus law (every town)

CGS 22-111yy, from Public Act 12-155, in effect for applications since January 1, 2013

Connecticut passed its lawn phosphorus law in 2012 because phosphorus is the primary driver of algae and oxygen loss in the state's freshwater lakes and ponds, and lawn fertilizer was one of the three sources the Legislature could reach, alongside wastewater plants and failing septic systems. The law covers fertilizer, soil amendments, and compost that contain phosphate.

What Connecticut does not regulate

There is no statewide cap on nitrogen, no slow-release requirement, no calendar blackout for nitrogen-only fertilizer, and no statewide distance rule for nitrogen. Compare that with Massachusetts and Cape Cod, where towns cap nitrogen at 1.0 pound per 1,000 square feet per application and prohibit all fertilizer from November 12 through April 14 — see the Cape Cod fertilizer regulations. UConn's own guidance goes further than the law, recommending no fertilizer of any kind from October 15 to April 15 when turf is not actively growing. A few Connecticut towns add their own rules; those appear in the town sections.

Wetlands and the 100-foot question

Inland Wetlands and Watercourses Act, CGS 22a-36 through 22a-45

Connecticut defines inland wetlands by soil type, not by standing water: poorly drained, very poorly drained, alluvial, and floodplain soils as mapped by the National Cooperative Soil Survey. A dry lawn can be a regulated wetland. You can check your parcel on the state wetlands viewer to see the mapped soils, but only a certified soil scientist's field delineation is binding — the map is a screening tool, not the boundary.

Every municipality must have an inland wetlands agency — some call it the Conservation Commission, Environmental Protection Commission, or Environmental Protection Board. That agency, not the state, issues permits for regulated activities. Each agency sets an "upland review area," a fixed distance from any wetland or watercourse inside which clearing, grubbing, filling, grading, excavating, depositing or removing material, and discharging stormwater are regulated activities. DEEP's guidance suggests 100 feet; towns adopt anywhere from 50 to 200 feet, often with a wider distance inside public water supply watersheds. An agency can also regulate activity outside that distance if it is likely to affect a wetland.

Strip an old lawn, spread topsoil, regrade, and lay sod inside the upland review area and you have performed a regulated activity. Most residential sod jobs are outside it. The ones near a pond, a stream, a wet corner of the lot, or the coast are not, and the permit has to exist before the first machine arrives.

Agencies must act on a complete application within 65 days; public hearings are required when the activity may have a significant impact or when 25 residents petition. Enforcement runs against the owner and the contractor. New Canaan's ordinance, for example, makes each citation apply jointly and severally to the owner and "his/her agents, contractors and subcontractors," with each day a separate offense.

Tidal wetlands are regulated by the state under CGS 22a-28 through 22a-35, and coastal towns review shoreline work under the Coastal Management Act, so a waterfront lawn can sit under two or three reviews at once.

The coastal law

Connecticut Coastal Management Act, CGS 22a-90 and following

Municipalities along Long Island Sound and the tidal reaches of its rivers must review certain activities within the coastal boundary through a coastal site plan review by the planning and zoning commission. Tidal wetlands themselves are DEEP jurisdiction.

For a lawn this matters when the work involves grading, fill, or shoreline changes on a waterfront lot; a straight sod replacement on an existing lawn usually does not trigger it, but the town decides. The Act defines the coastal area as Long Island Sound plus 36 municipalities: Greenwich, Stamford, Darien, Norwalk, Westport, Fairfield, Bridgeport, Stratford, Shelton, Milford, Orange, West Haven, New Haven, Hamden, North Haven, East Haven, Branford, Guilford, Madison, Clinton, Westbrook, Deep River, Chester, Essex, Old Saybrook, Lyme, Old Lyme, East Lyme, Waterford, New London, Montville, Norwich, Preston, Ledyard, Groton, and Stonington. Inside each of them the coastal boundary line is narrower than the town line and the town's coastal map controls, so being in a coastal town does not mean every lot gets coastal review. Those towns' rows below read "Coastal review: yes"; every other town reads "No."

Erosion and sediment control: the half-acre rule

Soil Erosion and Sediment Control Act, CGS 22a-325 through 22a-329

Connecticut's Soil Erosion and Sediment Control Act (1983) required every municipality's zoning and subdivision regulations, as of July 1, 1985, to demand a soil erosion and sediment control plan with any application for development that disturbs more than one-half acre, with the plan certified by the town or the local soil and water conservation district. The technical standard is the Connecticut Guidelines for Soil Erosion and Sediment Control — the 2002 edition, replaced by the 2023 edition dated September 30, 2023.

What that means for a lawn: stripping, regrading, and re-sodding more than 21,780 square feet in one project is "development" that disturbs more than half an acre in most towns' regulations. Many towns exempt a single-family house that is not part of a subdivision — Wethersfield and West Hartford's codes say so explicitly — but the exemption is written town by town, so a large estate lawn should be checked with Planning and Zoning before the topsoil arrives. Projects disturbing more than one acre that are not reviewed by a local commission, and any project disturbing five acres or more, must register with DEEP under the Construction Stormwater General Permit and have a Stormwater Pollution Control Plan prepared by a qualified professional.

One more call belongs on the same checklist: regrading with machines triggers Connecticut's Call Before You Dig law (CGS 16-345 and following), which requires utility mark-outs through 811 before the digging starts. It is the same system Massachusetts runs as Dig Safe.

Leaf blowers

A 2024 Office of Legislative Research report (2024-R-0177) identified five Connecticut towns with restrictions on leaf blowers or lawn equipment: Greenwich, Norwalk, Stamford, Wallingford, and Westport. In March 2026 the Legislature stripped a statewide gas leaf blower ban out of Senate Bill 319, leaving only Green Bank loans for landscapers buying battery equipment (CT News Junkie, March 19, 2026). Every other town's row below reads "No town ordinance located as of the verified date."

Your water company sets the watering rules

Watering restrictions in Connecticut come from the water utility under authority granted by the Public Utilities Regulatory Authority, not from the town. The same town can have Aquarion customers on a mandatory schedule and well owners with no restriction on the same street. That matters for anyone planning sod delivery in Connecticut — the watering days below decide when a new lawn can go in.

• Applies to in-ground and above-ground sprinkler irrigation, including hose-end sprinklers. Drip irrigation, soaker hoses, and hand watering are allowed any day, any time.
• No watering on Mondays, Thursdays, or Fridays, and none between 10 a.m. and 6 p.m. on any day.
• The schedule is permanent; it began after the 2016 drought and Greenwich has been on it since 2016.
• Aquarion states the schedule has saved approximately six billion gallons since it began, which is what has let its towns avoid outright watering bans in dry summers (Aquarion, April 2, 2026).
• Towns covered as of 2026 (25 in Connecticut): Bethel, Bridgeport, Darien, East Granby, East Hampton, Easton, Fairfield, Granby, Greenwich, Groton, Monroe, Mystic, New Canaan, Newtown, Redding, Ridgefield, Shelton, Simsbury, Stamford, Stonington, Stratford, Trumbull, Weston, Westport, and Wilton. Bridgeport, East Hampton, Monroe, Redding, Shelton, and Stratford were added for 2026.
• Automatically exempt without a variance: drip, soaker, and hand watering; water from a non-Aquarion source (but your town may restrict well irrigation); irrigating during repair or testing of a system; commercial nursery stock.
• Enforcement: Aquarion monitors consumption, notifies customers who appear to be over-irrigating, accepts anonymous violation reports, and can shut off water service for repeat violations.

Aquarion's own language is that the variance is closed from June 16 to August 31 because "it is difficult to establish new sod or plants" in that heat. For a homeowner on Aquarion water in any of the 25 towns, that means a sod installation planned for July gets two watering days a week during the two weeks the sod needs water every day, unless the property is on a well, hand-watered, or already holds a Large Property or High-Efficiency variance. The practical windows for a new lawn on Aquarion water are April through mid-June and September through October, and the variance application should be filed before the sod is ordered. One overlap worth knowing: East Granby appears on both Aquarion's mandatory list and the MDC's partial-service list, so which watering rule applies depends on which company bills the property.
