What Fairfield Actually Regulates

Wetlands: the Conservation Commission and the 100-Foot Rule

Fairfield's Conservation Commission is the town's Inland Wetlands Agency, and its regulated area is the wetland or watercourse plus a standard 100-foot upland review area measured horizontally from the boundary. The town has 11 watersheds, and the Conservation Department says the program touches nearly 50 percent of Fairfield's 19,000 acres on about 7,000 parcels. The regulations are in their sixteenth edition, updated effective July 1, 2023.

Two things make Fairfield different from its neighbors. First, in August 2025 the Conservation Department launched a Wetlands Screening Tool, the first municipal tool of its kind in Connecticut: type an address and it shows inland wetlands in maroon, watercourses in dark blue, and the 100-foot upland review area in light blue. If a regulated area shows on your lot, it may be from a wetland on a neighbor's property. Second, the Wetlands Compliance Officer keeps public counter hours at the Conservation Department, Monday through Friday, 8:30 to 10:30 a.m., and the department encourages a conversation before an application.

What triggers review is grading, filling, and removing material inside the 100 feet, not laying sod:

• Removing the old lawn where it changes grade
• Bringing in topsoil, fill, or compost and spreading it
• Regrading, even to fix a low spot
• Clearing along a pond, brook, or marsh edge
• Changing where the water goes

Crew Hours: Two Clocks in Chapter 78

Fairfield's noise ordinance, Chapter 78 of the town code, draws a line that the Greenwich and Westport ordinances don't. Construction, demolition, power tools, and home-maintenance tools run 7 a.m. to 7 p.m. on weekdays and 9 a.m. to 5 p.m. on weekends and state or federal holidays. Landscaping and yard-maintenance equipment runs 7 a.m. to 8 p.m. on weekdays and 8 a.m. to 8 p.m. on weekends and holidays. A sod installation straddles both. A skid steer stripping a lawn and a tri-axle dumping topsoil are construction hours; a Sunday install in Fairfield starts at 9 and the machines stop at 5. Leaf Blowers

No seasonal ban. Fairfield was not among the five Connecticut towns with gas-blower restrictions in the state legislature's 2024 survey — Greenwich, Norwalk, Stamford, Wallingford, and Westport — and the town has not added one since, per Connecticut OLR report 2024-R-0177. Grading, Fill, and the Beach

Fairfield Beach was rebuilt after Sandy, and the ground there is regulated in ways the rest of town isn't. Fill inside a FEMA flood zone is subject to the town's flood damage prevention rules regardless of wetlands, shoreline lots inside the coastal boundary can fall under coastal site plan review through Town Plan and Zoning, and the Flood Prevention, Climate Resilience and Erosion Control Board oversees the town's shoreline resilience work. For a beach lawn, the practical rule is that a few yards of loam raked into the existing grade is a sod job and a foot of fill is a permit conversation with Engineering and TPZ first. Inland, a large regrade that changes drainage toward a neighbor is an Engineering question before the trucks are ordered.

Watering: Aquarion's Two Days

Fairfield joined Aquarion's mandatory twice-weekly sprinkler schedule in 2022 after a voluntary year, and the 2026 schedule runs April 1 through October 31:

Drip, soaker hoses, and hand-held watering are allowed any time. New sod qualifies for a variance; Aquarion says so in its own announcement, and the request goes through aquarionwater.com/watering. Apply before the install.

Fertilizer

Connecticut's lawn-fertilizer law applies statewide: no application December 1 through March 15, nothing within 20 feet of water, and phosphorus only where a soil test or new establishment calls for it. When to Install Sod in Fairfield

September and October are the strongest window: warm soil, cool nights, lower weed pressure, and the fall rain. April through early June is the second. Two Fairfield-specific notes: Greenfield Hill's hollows hold frost two weeks longer than the beach in spring, so an April date that works on Reef Road may be early on Bronson Road; and a beach lawn that took salt water in a winter storm is a salt-flush and soil-test conversation before it's a sod conversation.

July and August installs work on irrigated properties, with an Aquarion variance. An unirrigated Greenfield Hill lawn laid in July on clay is a September re-lay.

A new pool and stone patio left this backyard as debris-filled rough grade — gravel and plates of hardened concrete slurry set right into the soil where the lawn belonged.
